Terms of Service

These Terms describe what the RELOC Service does, on what conditions virtual cards are issued and serviced, how fees are calculated, which transactions are blocked by the payment system, and how to get an unspent balance back.

  1. 01General provisions

    1. 1.1

      These Terms of Service (the “Terms”) govern the use of the RELOC service (the “Service”), available as a Telegram bot, a mini app and the website reloc.finance.

    2. 1.2

      The Service is operated by the Service Administration (the “Administration”). Its contact channel is listed under “Contacts”.

    3. 1.3

      By starting to use the Service, the User confirms that they have read these Terms and accept them in full and without reservation.

    4. 1.4

      A User who disagrees with any of the conditions must stop using the Service.

    5. 1.5

      The Service may be used by a legally capable person aged 18 or over.

  2. 02What the Service does

    1. 2.1

      The Service is not a bank, a credit institution or a card issuer. Cards are issued by a partner issuer holding the corresponding licence; the Service provides access to issuance, accepts top-ups in rubles and supplies the card management interface.

    2. 2.2

      The card is virtual and intended for paying for goods and services online. No physical card is produced and cash withdrawal is not supported.

    3. 2.3

      The Service does not provide currency exchange as a standalone service, does not provide brokerage or investment services, and does not carry out cryptocurrency transactions.

    4. 2.4

      The User's relationship with the issuer in respect of card transactions is additionally governed by the issuer's rules and by international payment system rules.

    5. 2.5

      The Service does not guarantee that a particular merchant will accept the card: the decision to authorise a transaction is made by the merchant, its acquiring bank and the payment system.

  3. 03Account

    1. 3.1

      An account is created automatically from the User's Telegram account identifier on first contact with the bot. There is no separate registration with a login and password.

    2. 3.2

      Access to the Service is tied to the User's Telegram account. The User is solely responsible for keeping that access secure.

    3. 3.3

      Any action taken from the User's account is deemed to have been taken by the User.

    4. 3.4

      Sharing access with third parties, and issuing cards for the benefit of third parties, is not permitted.

    5. 3.5

      The User may stop using the Service at any time, having first withdrawn the remaining balance as described under “Refunds and remaining balance”.

  4. 04Balance, top-ups and fees

    1. 4.1

      The balance is topped up in rubles via the Faster Payments System and other methods available in the interface.

    2. 4.2

      The balance is a record of the User's funds within the Service. No interest accrues on it and it is not a bank deposit.

    3. 4.3

      Fees and the conversion rate are shown before the transaction is confirmed and are locked at the moment of confirmation. Current values are published on the website and in the Service interface.

    4. 4.4

      The Administration may change its fees. Changes are not retroactive and do not apply to transactions confirmed before they take effect.

    5. 4.5

      Funds credited in error are subject to return to the sender; upon detecting such a credit, the Administration may debit the corresponding amount from the balance.

  5. 05Issuing and using a card

    1. 5.1

      A card is issued at the User's request from the Service interface. The card details become available to the User immediately after issuance.

    2. 5.2

      Per-card limits, the number of simultaneously active cards and the validity period are stated on the website and in the Service interface.

    3. 5.3

      The User must keep the card details secure. Publishing the details or passing them to third parties is not permitted.

    4. 5.4

      If the details are lost or compromised, the User must immediately block the card in the interface and notify support.

    5. 5.5

      The Administration does not compensate losses from transactions made by third parties using details that the User passed on or published themselves.

  6. 06Restrictions

    1. 6.1

      Some merchant categories are blocked by the issuer and by international payment system rules. As of this revision these are: quasi-cash and cryptocurrency transactions (MCC 6051), gambling and betting (MCC 7995), brokerage, forex and dealer transactions (MCC 6211), and adult content (MCC 5967).

    2. 6.2

      Declines in these categories are generated by the issuer and the payment system. The Administration cannot override them, and such a decline is not a defect of the Service.

    3. 6.3

      The list of blocked categories may change by decision of the issuer or the payment system. The current list is published on the website.

    4. 6.4

      The User undertakes to use the Service solely within the bounds of applicable law.

    5. 6.5

      Using the Service for unlawful activity is prohibited, including money laundering, financing of terrorism, circumventing applicable restrictions, and transactions for the benefit of third parties without their knowledge.

    6. 6.6

      The User bears responsibility for the lawfulness of the transactions they make.

  7. 07Refunds and remaining balance

    1. 7.1

      An unspent balance is returned to the User on request — to a card or to Faster Payments System details.

    2. 7.2

      Fees for services already rendered — including card issuance and a completed top-up — are non-refundable.

    3. 7.3

      If a service was not rendered through the fault of the Service (funds debited but no card issued; a confirmed payment not credited), the funds are returned in full.

    4. 7.4

      For a disputed transaction the User should contact support, preferably within 24 hours of the transaction: reconstructing the circumstances is considerably easier while the request is fresh.

    5. 7.5

      The User undertakes not to initiate a payment dispute (chargeback) without first contacting support. Contacting support does not limit any rights the User has under applicable law.

    6. 7.6

      A refund request is reviewed within 10 business days of receiving all necessary information.

  8. 08Disclaimer of warranties

    1. 8.1

      The Service is provided on an “AS IS” basis.

    2. 8.2

      The Administration does not guarantee uninterrupted or error-free operation: outages caused by the issuer, the payment provider, Telegram, telecom operators and other third parties are possible.

    3. 8.3

      The Administration is not liable for a merchant refusing to accept the card where that refusal comes from the merchant, its bank, the issuer or the payment system.

    4. 8.4

      The Administration is not liable for the User's decisions about where and on what to spend funds, or for the consequences of those decisions.

    5. 8.5

      In all cases the Administration's liability is limited to the amount of fees actually charged to the User for the disputed transaction.

  9. 09Suspension of access

    1. 9.1

      The Administration may suspend or restrict access to the Service in the event of a breach of these Terms, where signs of fraud or abuse are detected, or at the request of the issuer, the payment system or a competent authority.

    2. 9.2

      Restricting access does not release the User from obligations already incurred.

    3. 9.3

      Where the restriction is not connected with a breach by the User, the remaining balance is returned to them as described under “Refunds and remaining balance”.

    4. 9.4

      The Administration may decline service where a particular User or transaction presents elevated risk.

  10. 10Intellectual property

    1. 10.1

      The website, interfaces, texts, design and other materials of the Service are protected by intellectual property law.

    2. 10.2

      Copying, distributing, reselling or passing the Service's materials to third parties without the Administration's written permission is not permitted.

    3. 10.3

      A breach of this section may result in access to the Service being restricted.

  11. 11Changes to these Terms

    1. 11.1

      The Administration may amend these Terms.

    2. 11.2

      The current revision is always available at reloc.finance/en/terms; the revision date is stated at the top of the document.

    3. 11.3

      Continuing to use the Service after a new revision is published constitutes acceptance of it.

  12. 12Contacts

    1. 12.1

      The single channel for enquiries about the Service is Telegram support: @reloc_support.

    2. 12.2

      Enquiries are normally answered within one day; disputed transactions within the period stated under “Refunds and remaining balance”.
